A man is suing the city, the mayor, and all five city council members. Gary Voketz filed the suit today in Morgan County Circuit Court. Documents show a petition was filed in 2010 to change the city's mayor-council form of government to a council-manager form. That would make the mayor's role part-time, add a city manager, and reduce the city's districts from five to three. In Aril of that year, voters approved the change, which should have taken affect in 2012. In January of last year, the mayor asked the city council to adopt the change. The council denied it. The city planned to sent the request to the Department of Justice, but after learning none of the districts would be predominantly black, the city withdrew the request.
